Mallochohelea sp. (?) (Biting Midge).

Small biting midge; the best guess for the genus is Mallochohelea. I'm citing from the bug guide page in the link below "(...) females in this tribe hunt for males. The male is usually eaten while mating." The family Ceratopogonidae is also known as "punkies" and "no-see-ums". Adult females suck blood from insects and other animals including humans.
